determine combinations that reach a majority of 289 regardless of political content, just do the math.
a better approach : assign to each number of seats a variable, in this case 1 till 8.
Find all permutation of the numbers 1 thru 8 and determine which combination is representing a number of seats equal or above 289, counting from left to right. (=step A).
Put the political party programs in a word or text compiler and determine the number of conflicts between parties.
sort the combinations from step A by increasing number of conflicts.
Start coalition talks with the first combination.
