The representatives for the United Nations have to be elected officials of their country in a general, direct, free, equal and secret election.

In many counties the head of state is not one person : the king and the Prime Minister or the President and the Prime Minister etc, etc. Those head of state functions are defined 100%. The United Nation cannot just claim a percentage of that predefined role, if so how? It is a violation of the sovereignty of the people who elected that function 100%. The goal here is to avoid role conflicts. Another example : many counties have a function for interior and exterior,that is correct because there is a different focus. The United Nations representative has to be elected by his/her people. It has to be a human being.

All representatives have to be natural human beings, that are not genetically engineered.
