Could they? clemency? yes when does that apply? When they managed to get a bank loan and paid it off? No! When you come to the United States as a illegal immigrant or as a pregnant couple to claim birthright citizenship for your newborn, ask for a social security card and pay 10 years into the social security system! Then ask for US citizenship clemency.

Who is paying for the poor women who come to the United States to claim birthright citizenship for their newborn and who die in childbirth? How many such cases exist? Are they in the pipeline for legal or illegal organ donation practice? The Island, 2005.
