I do not believe the Wuhan Virus is a natural occurrence of a virus, it was manufactured in a laboratory and it was spread intentionally worldwide. Since this is a WWIII scenario the people have to be informed that we are at war against a virus and its initiators, which explains the martial law restrictions imposed to the people. To impose martial law restrictions without declaring a war is a violation of the constitutional rights of the people of a democracy.
The decision making process in a society is either top-down or bottom-up. The Wuhan Virus shifts the decision making process from bottom-up to top-down. The Wuhan Virus pandemic is a risk or an effort to abandon democracy as needed and as wanted.
