Violation of the double taxation agreement between Germany and the United States of America.
The inheritance happened in Germany and was worked under German jurisdiction applying German laws.
According to the double taxation agreement, the United States of America has to follow and respect those rulings.
In reality a double taxation is applied here that is a “cum-ex” scenario:

the 2017 inheritance  in Germany was evaluated in a legal minimizing procedure in 2021 by Exner (“ex”) and thus produced a refund of €40,000.-.
In 2024 the inheritance in Germany gets evaluated with due date 12/31/2017 by the US. This is false because a due date dependant evaluation of the inheritance is not applicable, since the United States doesn’t have jurisdiction over those processes in Germany.
The demand to pay another $900,000.- for the inheritance after €800,000.- inheritance tax in Germany was already paid, is a double taxation and therefore illegal.
