The war against terror under the Bush presidency was the last official war declaration of a country. Victory was declared, however there was no peace treaty. How would a peace treaty with terror look like? The absence of a peace treaty keeps the war against terror as a dominant global dynamic. In a paradox way the Scharmützel, Skirmish, brush, Escaramuza, Escaramuça, Proelium between Ukraine and Russia or Israel, the US and Iran are APO triggered, there is no official declaration of war, technically it’s not a war it’s a brush.

Declarations of war are avoided, since it creates exposure, responsibilities and the risk of a chain reaction of opposing war declarations like during WWII.

Scharmützel don’t make it right. It would need anger management instead of a peace treaty. It would need control if whatever mechanism that allows APO terrorist management to manifest  control of MKULTRA TBI abuse.
